经中华人民共和国文化部批准，2004’中国国际卡通•数码艺术周，由文化部中外文化交流中心、江苏省常州市人民政府和江苏省人民政府新闻办公室联合主办, 将于2004年9月28日至10月7日在中国江苏常州举行。作为中国国家最高级别，规模最大的卡通艺术国际赛事、中外动画界和爱好者交流、学习、共同发展动画的盛会，中国国际卡通•数码艺术周将会在社会上产生广泛影响，对提升中国卡通作品和卡通产业在国际社会，特别是国际卡通和数码艺术业界的知名度，打造具有中国特色的国际卡通活动知名品牌，都将起到积极的推动作用。

艺术周主要活动包括中国国际卡通作品比赛暨颁奖典礼、中国国际卡通产业和卡通艺术论坛、中国国际卡通产品交易会、中外优秀卡通影片展映等一系列活动内容。届时，将有包括欧美和亚洲国家及地区的动画专家，创作者和业界知名人士参加。2004’卡通艺术周将有众多国外卡通作品参赛，国内外著名专家出任评委，知名嘉宾作论坛演讲。届时中国将成为令世界瞩目的国际卡通和数码艺术中心。

艺术周将卡通作品比赛和作品展映，国际卡通艺术、产业论坛，中国国际卡通产品交易会等系列活动有机的结合起来，将艺术、科技、商业合为一体，汇聚动画制作、发行、购买及创作者、院校等专业人士于一堂。通过艺术周中国国际卡通产品交易会，为国内外卡通漫画产品的生产者和创作者开发市场，为公司寻找到更适合自身业务扩展的新天地，搭建展示交流、贸易洽谈平台，使卡通的创造性和多样性在这里充分体现。

（2005年），本届艺术周特别设立“安徒生童话作
品奖”动画片比赛单元。所有以安徒生童话故事为基
础创作的动画片均可参加此项比赛。

2004' China International
Cartoon and Digital Art Festival (CICDAF)

The 2004' China International Cartoon and Digital Art Festival will be held from September 28 to October 7 in the city of Changzhou in eastern China's Jiangsu Province with the sponsorship and support of the Ministry of Culture of the People's Republic of China.


The main events of the festival will include:
The China International Cartoon Competition and Awards Ceremony;
Screenings of excellent Chinese and international cartoon films;
The Forum on Cartoon Industry and Cartoon Art
(from September 28 to 30);
The China International Cartoon Product Market
(from September 28 to October 5).

The competition is open to cartoons from around the world in the following categories:

a) Feature film
- Short films
- Full-length films

b) Television programs
- Television series
- Single programs
- Special programs

c) Commissioned film
- Educational, scientific or industrial films
- Advertising and promotional films
- Animated program titles or clips

d) Internet Film
- Short films
- Film series

e) Student or graduating works

To commemorate the 200th birthday (in 2005) of great Danish fairy tale writer Hans Christian Andersen, a special "Andersen Fairy Tale Award" competition will be organized during the festival. All works based on H. C. Andersen's fairy tales are welcome to this competition.
